The Environmental Protection Agency (EPA) is the primary enforcer of RCRA regulations. The EPA conducts inspections and can take enforcement actions against facilities that fail to comply with RCRA requirements. States can also implement and enforce their own hazardous waste programs, provided they are at least as stringent as federal standards.
