Who Establishes PELs?
In the United States, PELs are primarily established by the
Occupational Safety and Health Administration (OSHA)
. Other organizations, such as the
National Institute for Occupational Safety and Health (NIOSH)
and the
American Conference of Governmental Industrial Hygienists (ACGIH)
, also set exposure limits, known as Recommended Exposure Limits (RELs) and Threshold Limit Values (TLVs), respectively. While RELs and TLVs are not legally enforceable, they are often referenced in occupational health and safety practices.
