Chemicals are added to the TSCA Inventory through a process known as Premanufacture Notification (PMN). Before manufacturing or importing a new chemical, companies must submit a PMN to the EPA, providing information about the chemical's structure, use, and potential health and environmental impacts. The EPA reviews this information and determines whether the chemical should be added to the inventory and what regulatory actions, if any, are necessary.
